Civil Service Training
The former Civil Service Training and Development Institute was responsible for formulating training policies and rendering support to bureaux and departments in training matters, ensuring that civil servants were equipped with the necessary knowledge, skills, and abilities to serve the community.
Establishment of the College
2021 Dec
CSC was formally established, marking a new milestone for training and development for the civil service.
A New Milestone Begins
Inauguration of the Head of CSC
Mr Kwok Yam-shu Oscar took on the role of the inaugural Head of CSC.
Enhancing Induction Training for New Recruits
Foundation training on constitutional order and national security, as well as the civil service's core values and public service culture became mandatory for all new recruits to the civil service within their probation period.
Master's Degree in Public Policy Programme
CSC jointly organised its first Master's degree programme in Public Policy for senior civil servants with the School of Government of Peking University.
Announcing the Proposal for the Restructuring of CSC
The Policy Address announced the establishment of the School of Public Sector Leadership and the School of Professional Development under CSC to strengthen training for civil servants in governance, leadership, and public policy-making, as well as for their professional development.
Resumed national studies training on the Mainland
Collaboration with National Academy of Governance
Civil Service Bureau signed the “Agreement on the Dedicated National Studies Programme for Senior Directorate Civil Servants” with the National Academy of Governance (NAG), signifying a new stage of collaboration between the HKSAR Government and the NAG.
Launch of the “One Country, Two Systems” and contemporary China Programme
CSC, in collaboration with the Institute for Hong Kong and Macau Studies of the Peking University, launched an in-depth programme on “One Country, Two Systems” and contemporary China for senior officials and directorate civil servants to deepen their insights on national development, macro policies and other national-related affairs.
Launch of “Holistic View of National Security” Seminar Series
CSC launched the “Holistic View of National Security” seminar series, providing a comprehensive and multi-perspective analysis of developing a holistic view of national security, its main content, the challenges of safeguarding national security, and its significance to the country's development.
Restructuring of CSC
CSC begins to operate in a new structure with the setting up of the School of Public Sector Leadership, the School of Professional Development, the Centre for Research and Development, and the Corporate Services Office to support its long-term development.
Launch of Executive Series on "Connecting with the World - ASEAN"
CSC launched the “Connecting with the World” seminar series to cultivate international perspectives among senior civil servants and strengthen their ability to leverage Hong Kong‘s unique role in connecting with the world. The first series focuses on “ASEAN” and consists of six talks.
Launch of Fireside Chat Series with Distinguished Public Figures
CSC launched the series for senior officers to engage in mind-opening dialogues with distinguished public figures to cultivate in them an astute awareness of the developments of the new age and the ability to think from multiple perspectives, enhancing their capabilities in governance and strategic decision making.
