Governance and Leadership
Senior civil servants play a critical role in achieving good administration and governance. We provide a multitude of leadership development programmes to enhance the leadership capabilities of mid-level and senior civil servants. Designed in partnership with renowned local and overseas institutions, our training programmes focus on broadening civil servants’ perspectives and enhancing their capabilities in strategic thinking and policy formulation for effective governance.
Flagship Leadership Development Programmes
We organise flagship leadership development programmes with specific learning focuses for developing promising officers at different levels. The duration of these programmes ranges from five days to three weeks. Key content includes national policies, international relations, leadership, policy formulation and implementation, public engagement, service innovation, new technology applications and trends, media and public communication, and change management, etc.
Seminars by Experts
We host seminar series on different themes to broaden civil servants’ perspectives and enable them to gauge the pulse of the community through interacting with experts from different sectors.
Overseas Training and Attachment to Policy Bureaux
We administer policy bureaux attachment programme for officers with potential for advancement to enhance their exposure, knowledge and skills outside of their own professions, and promote a culture of mutual learning and collaboration in the civil service. We also sponsor mid-level and senior civil servants to attend executive development courses at renowned institutions such as Peking University, Tsinghua University, INSEAD to develop their capabilities in governance and strategic decision making.
