Objectives
In support of the College’s initiative to enhance civil service training and establish a robust research capability, Head/CSC led a delegation to Singapore from 1 to 5 May 2023. The primary objective of the visit was to exchange and share experience in attracting and developing human capital within the public service.
The delegation also met with renowned scholars, experts and institutions to draw upon their expertise in training and research, and to explore collaboration opportunities.
The key organisations and officials / Institutional leaders visited during the trip are as follows:

- Public Service Division - Leadership Development and Public Service Commission Secretariat;

- Professor Kishore Mahbubani, Distinguished Fellow at the Asia Research Institute, National University of Singapore;
- Mr George Yeo, Visiting Scholar at the Lee Kuan Yew School of Public Policy of the National University of Singapore, and former Minister for Foreign Affairs of Singapore; and

Visit Programme
The visit encompassed engagements with key government institutions, universities, think tanks, and distinguished scholars and experts. By meeting with Singapore’s Head of Civil Service and representatives from the Public Service Division (including Leadership Development, Public Service Commission Secretariat, and Civil Service College), the delegation gained insights into their holistic approach to managing the civil service in alignment with political priorities. The visit to JTC, a statutory board under the Ministry of Trade and Industry, also shed light on the driving forces behind change and innovation in the public sector.
To explore potential collaborations, the delegation engaged with Singapore Management University, Lee Kuan Yew School of Public Policy, and INSEAD to learn more about their executive education and research initiatives. Moreover, by seeking the guidance of Professor Kishore Mahbubani and Mr George Yeo, the College not only obtained insightful perspectives on its future directions, but also established meaningful connections with these authoritative experts.
Conclusion
The College has established valuable connections with various experts, training institutions and research institutes, tapping into their rich experience and laying the groundwork for future collaborations.
