Civil Service Training Advisory Board

A Civil Service Training Advisory Board comprising professionals and government officials was set up in November 2019 to give guidance on training for the civil service and the long-term development strategy of the College.

Terms of Reference

The Civil Service Training Advisory Board shall advise the Government on matters relating, but not confined, to the following key areas:

contents of training programmes for the civil service;
collaboration with local, Mainland and overseas institutions;
Mainland and overseas civil service exchange programmes; and
vision, mission, governance and other aspects of the College.

The Training Officer Grade is a cadre of training and development professionals with diverse practical experiences in executive training, talent development, human resources management and culture building. In collaboration with academics, industry leaders and experienced officials, Training Officers play the key role as a mentor and facilitator for learning and continuous development of the civil service. We embrace the values of patriotism, commitment to public service, unity and collaboration. We interpret, practise and promote these values, striving to nurture a civil service that is united, professional and unwavering in its dedication to serving Hong Kong and our country.
